William Paulding Jr., a Representative from New York. He was born in Philipsburgh (now Tarrytown), N.Y., March 7, 1770; he studied law and was admitted to the bar and commenced practice in New York City. He was elected as a Republican to the Twelfth Congress (March 4, 1811-March 3, 1813) and served as a brigadier general of militia during in the War of 1812.
